The Boone County Council on Tuesday narrowly approved a new justice center and jail expansion project that had been at the center of a dispute between the council and county commissioners for nearly a year and a half. Council members also approved a .2% local income tax, LIT, to cover the cost of the jail project and operational expenses. The tax is set to take effect Oct. 1.
