Stephen Elkins

The Boone County Area Plan Commission is pleased to announce the appointment of Stephen Elkins as its new Executive Director.

Elkins is thrilled to be serving the residents of Boone County in this role. With nearly 10 years of planning experience, he is well-equipped to help guide the county’s planning efforts and support its rural land use initiatives.

“Stephen’s extensive experience in planning makes him an excellent fit for this role,” said Donnie Lawson, Boone County Commissioner President. “We are confident that his expertise and passion for planning will serve the people of Boone County well.”

Having a wealth of experience in planning, Elkins has worked in various roles across multiple states. His expertise includes rural transit planning and rural land use planning, as well as city planning for different municipalities

Elkins has a deep appreciation for the land and the importance of agriculture, coming from generations of farmers. He is committed to supporting important planning efforts in Boone County and is enthusiastic about returning to rural land planning. Elkins holds a master’s degree in community and regional planning from the University of New Mexico.

When he is not working, Elkins enjoys reading, gardening, and home improvement. He looks forward to meeting and working with the residents of Boone County, and invites anyone to stop by and say hello at the Boone County government offices.
